Capping Elites
If I cap an elite skill on one character, does that make the skill available across the account or do I have to cap the same skill on a different character also?

It is considered unlocked on your account, but you must cap it again on a different character to use it. However, heroes can directly use any unlocked skills you have on your account, even on a different character than the one you're using.
For yourself, you'd have to recap or buy an elite tome of that profession to get the skill on that character. |

Unlock Packs
If you bought any of the unlock packs then they will be unlocked on all your characters and henchies/heros. You'd still need an elite tome to get them for your character. Most will be easier to just capture for your self though , but the option is there.
Post Script: It would be cheaper to use reg tomes on reg skills if looking for them after a unlock skill pack. After you have bough skills from trainer and not they cost you 1k ea after a certain point. uggg.
